ECUADOR’S COE RECOMMENDS AVOIDING CROWDS DURING THE CARNIVAL HOLIDAY

(Quito, Ecuador).- Ecuador’s National Emergency Operations Committee (COE) through its Resolution this Tuesday, February 2nd, urged the 221 Decentralized Autonomous Governments (GADs) to take into account a series of recommendations for the upcoming holiday – Carnival – which falls on the 13th, 14th, 15th and 16th of this month.

These leave days are contemplated in the Public Service Law and in the Work Code. Under this precedent, COE analyzed the matter and established some recommendations in order to avoid crowds and with it, decrease the possibility of COVID-19 infections.

One recommendation, during the holiday, urges GADs for the reopening of protected areas within their territory since open spaces in natural zones help maintain social distancing.

This Resolution also calls on citizens to maximize and apply all preventive measures and, in case of traveling, choose open and ventilated places as well as remain in the company of those that live in the same household.

Regarding access and mobility, COE ratified that there will be open transit for land transportation in the State Road Network. In addition, it recommends strict control following the allowed capacity inside public transport as well as in public and commercial spaces (beaches, parks, squares, common areas in hotels, restaurants, malls).

It is also suggested to keep shut all bars, discos, nightlife establishments, tolerance centers and the like, being spaces where there is no guarantee for social distancing. However, in the localities that these businesses are already operating, it is recommended to regulate the allowed capacity and hours of operation.

Lastly, it is requested to control the consumption of alcoholic beverages during the holiday, emphasizing that mass gatherings or events remain prohibited.
